Administration

The City administrative team oversees City services like Utilities and Parks & Recreation, issues Building Permits and Business Licenses, and enforces local and state land use law. Administrative staff are guided by ordinances and resolutions set forth by the City Council, as well as their years of professional experience. Our administrative team includes a City Manager, Assistant City Manager, Finance Officer, Treasurer, Recorder, Human Resources Manager, IT Manager, Public Information Officer, and Customer Service Specialist.

Joshua Bake came to Roosevelt City with years of experience in local government ranging from municipal court management to urban renewal development, municipal budgeting, and general city administration. 

Bake has a Juris Doctorate Degree from the University of Wyoming College of Law, a master’s degree in public administration from the University of Wyoming, and a Bachelor of Arts Degree from Southern Virginia University. In addition to his education and experience, Bake also has a long history of community involvement. He enjoys serving in local organizations, coaching youth sports, serving in his church, and helping to make a community feel like a home for everyone.

“Growth is an incredible opportunity that Roosevelt has to offer, and not just growth in general but the right growth,” Bake said. “Working with the Mayor, Council and residents we can establish the right growth in the right way to meet the needs and desires of the community. The city has done an incredible job of having public involvement and I believe that is a key to success. When the community unites in purpose the community prospers.”

Bake and his wife, Betsy, have five children. His hobbies include any sporting activity, hiking, camping with family, hunting, and classical music.

Assistant City Manager


Ryan Clayburn is currently the Assistant City Manager at Roosevelt City with over 19 years of experience with the city. Helping Citizens from Roosevelt and the surrounding area with special projects and finding solutions to their everyday problems. With his career at Roosevelt City, he has been a part in many departments, Water Source Director, Planning and Zoning, Parks and Recreation and filled in as the Interim City Manager. He recently served 15 years on the Roosevelt City Housing Authority Board and is currently serving on the Joint Highway Committee.

Ryan is also involved with his community by serving as one of two captains on the Roosevelt Fire Department for the past 19 years. Fighting fires and training the next generation of fireman is his passion. One of his most memorable fires was when he served as the Task Force Leader on the Dollar Ridge Fire.

When Ryan is not at Roosevelt City, he is an avid hunter and is passionate about the outdoors and sports. Spending most of his time taking his family hiking, fishing, camping, and chasing ball games.
