Arts, Parks, and Recreation Committee Powers and Duties
- Recommend the mission, goals, objectives, short-term plan and long-term plan related to the City's arts, parks and recreation platform.
- Assist with maintaining a yearly calendar detailing all recreation in the city.
- Review and/or recommend existing and/or proposed policies, resolutions, and ordinances related to or effecting arts, parks and recreation in Roosevelt City to the city council.
- Inform and advise the City Council and Manager regarding the status quo of City arts, parks and recreation programs and facilities.
- Recommend action designed to increase participation levels and volunteerism.
- Recommend action to increase efficient use of resources.
- The City will set aside funds, at the discretion of the City Council, for use by the Committee.
- The Committee shall have authority to expend those funds specifically designated for the Committee's use by the City Council. To expend funds a Committee member shall provide a City employee, designated by the City Manager, with the list of goods to be purchased. The designated City employee will submit any applicable contract to the Mayor for signatures, make the purchase, code any receipts or purchase orders with the proper account, make payment and provide documentation to the City Finance Director.
- The Committee shall have no authority to appropriate or expend public money nor to incur any obligations except as provided herein.
- Seek funding through federal, state and local grants, sports and recreation foundations, community contributions, charitable donations, endowment funding, partnerships and/or collaboration with local individuals, organizations or entities.
- Strive to take a holistic approach to arts, parks and recreation that encourage activities for every age, sex, socioeconomic status, physical abilities, skill level and interest. Create strategies to expand beyond mainstream sports to include non-traditional sports, nonsporting activities and all other forms of wholesome recreation and relaxation.
- Any other task regarding the City's arts, parks and recreation as authorized or delegated by the City Council.
