Powers and Duties of the Roosevelt City Council

It is the responsibility of Roosevelt City Council Members to review and vote on many issues that affect the quality of life and daily experiences of our residents, as well as items that are essential to the proper functioning of the City. Examples include the passage of resolutions and ordinances, review and approval of the annual budget, review and approval of contracts, and the setting of rates for fees and taxes.

Councilman Cody Aland

My name is Cody Aland. I was born in Provo, but I’ve lived in Idaho, Southern Utah, and New Mexico. My family moved to Roosevelt in the 90s so that is where I tell everyone that I’m from.

After graduating in Engineering from Weber State I started working for Moon Lake Electric and have been there for over 20 years. My wife is from Bountiful but she has adjusted well to the small town life and we’ve had 5 daughters here. I enjoy coaching girls’ softball and basketball. I hunt, fish, mountain bike and snowmobile.

I decided to run for City Council in 2019. I was involved in city sports and recreation and other projects and felt I could do more to help if I was on the Council. I have enjoyed my time serving and really appreciate all of the hard working people in our community. I feel like we have great employees with Roosevelt City and I’m excited about the direction that we are going.

Councilman Don Busenbark

I am originally from the state of Washington.  I came to Utah to play football at BYU in the 1980's and was featured in a 1985 Sports Illustrated article on BYU.  I was offered a job at Union High School to teach math and coach football in 1990.  I have served in various leadership positions at the school, district and state level.  I currently teach full-time as a lecturer at Utah State University-Uintah Basin in the Mathematics and Statistics Department.  I serve as a Faculty Senator, chair of a couple of USU committees as well as the Assistant Department Head of the Math and Stats Department.  I also was recently elected to the Duchesne County School Board. 

I don't really have an agenda for serving in Roosevelt City.  I have loved the city since my family moved to Roosevelt in 1990 and I just want to give back to the community.  I am currently on my second term in the city council and appreciate the faith and support of the community members.  I hope that I can serve the citizens in Roosevelt city to the best of my ability and help them to the city I already love.

Council Member Audrey Goodrich

I am Audrey Goodrich and I love our community. I was raised in Roosevelt, and it has been the place where I've raised my family and created countless cherished memories.

I graduated from Utah State University with a bachelor’s degree in elementary education which allowed me to return to Roosevelt where I worked for Duchesne County School District for serval years teaching 3rd grade.  Many of the skills I learned in the public school system will carry over to my position as a member of Roosevelt City Council.  

I will strive to represent the residents of Roosevelt City to the best of my ability.  I can do that best if city residents are reaching out to me with their ideas and concerns. Please feel free to contact me.

Participating in Your Local Government

A City Council Work Session and formal City Council Meeting are held on the 1st and 3rd Tuesdays of each month at 5:30 p.m. at Roosevelt City Hall. Agendas for each meeting can be found by viewing the meeting on our Community Calendar or by visiting the Agenda Center. There is a public comment period at the beginning of every City Council Meeting that lasts for 15 minutes, during which members of the public may address the Council, regardless of whether or not their topic is on the agenda. We respectfully request that comments during this time are limited to 3 minutes. If you would like to make a public comment to the Council but will not be able to attend a regularly scheduled meeting, you can submit a comment to citycouncil@rooseveltcity.com or, email a specific council member using the link in their bio.
